How does an applicant apply?

How to apply

An applicant(s) can apply to the Independent Review Mechanism (IRM) if the Agency notifies them in a Qualifying Determination letter (QD) that it does not consider them suitable to be an adopter/foster carer, proposes to withdraw their approval or advises that the foster carers terms of approval are to be altered. 

An applicant must make an application directly to the IRM within 40 working days for adoption and 28 calendar days for fostering from the date of the QD letter.

Making an application

An application must be made in writing and include the following:

- The applicant(s) name, address and contact details,

- the grounds (reasons) why they disagree with the agencies  qualifying determination,

- the date of the letter received from the agency informing of the determination and

- the name and address of the agency. This will enable the IRM to obtain from the agency the information which the Review Panel will need.

An application can be sent to the IRM by post, fax or email. 

Please ensure a carer receives a copy of the relevant IRM adopter or foster carer leaflet with their QD in order to provide them with full information. Your letter should also outline that the applicant(s) can only apply to the IRM or make representations back to their original panel and not both.
